The Dayton City Commission has approved a Project Labor Agreement (PLA) ordinance during its meeting on July 2. This ordinance establishes guidelines for the city's approach to large construction projects, aiming to balance efficiency, equity, and economic impact.
Commissioner Christopher Shaw commented on the significance of the ordinance, stating, “This ordinance is an investment in our workforce and in Dayton’s future. By promoting fair labor practices and increasing opportunities for local workers, we’re building a stronger, more equitable city.”
The new regulation applies to city bid contracts exceeding $2 million for construction, reconstruction, or renovation of city-owned buildings or structures. However, contracts related to the Dayton International Airport are exempt due to prohibitions against using project labor agreements.
Commissioner Matt Joseph highlighted the benefits of PLAs by saying, “PLAs bring predictability and fairness to public projects. This is about ensuring Dayton residents benefit from Dayton investments—both through jobs today and career pathways tomorrow.”
The Dayton Building and Construction Trades Council has expressed support for the ordinance. The council acknowledges its potential role in enhancing working conditions, safety standards, and workforce development efforts throughout the region.
