Turner secures wins as House committee passes FY25 defense bill

WASHINGTON, D.C. – Congressman Mike Turner (OH-10), a senior member of the House Armed Services Committee, issued a statement following the passage of the Fiscal Year 2025 National Defense Authorization Act (NDAA) by the committee with a vote of 57 to 1.

“Expanding facilities and capabilities at Wright-Patterson Air Force Base is central to my work on the Armed Services Committee, and this year’s NDAA includes several initiatives that I have championed, which will bolster the important national security work being done in the Miami Valley,” said Congressman Turner. “Wright-Patterson Air Force Base recently unveiled the National Air and Space Intelligence Center’s new Intelligence Production Complex III, underscoring the base’s critical role in supporting the Department of Defense’s surveillance and reconnaissance missions. The House Armed Services Committee’s passage of the FY25 NDAA is a critical step towards growing Wright-Patt, supporting our men and women in uniform, and enhancing Ohio’s defense industrial base.”

On May 13, Congressman Turner celebrated two new projects at Wright-Patterson Air Force Base, for which he secured federal funding in previous National Defense Authorization Acts.

In FY19 NDAA, Turner secured $182 million for constructing IPC III. This new five-story facility adds 255,000 square feet of Sensitive Compartmented Information Facility (SCIF) space to NASIC’s main campus.

In FY22 NDAA, Turner secured $24 million for constructing a new on-base Child Development Center. The new Wright Care CDC will be a 41,000 square-foot building capable of serving over 200 additional children and includes force protection features along with necessary spaces such as classrooms and play areas.

The FY25 NDAA highlights include:

Investments in Wright-Patterson Air Force Base:

- Authorizes $45 million for constructing the Human Performance Wing Laboratory.

- Authorizes $9 million in planning and design funding for an Advanced Research Laboratory.

Support for Military Service Members and Families:

- Increases basic pay for junior enlisted servicemembers by 15 percent.

- Ensures Basic Allowance for Housing (BAH) covers 100 percent of calculated rates.

- Reevaluates Basic Allowance for Subsistence (BAS) calculations.

- Makes Basic Needs Allowance (BNA) available to servicemembers with dependents under certain income thresholds.

- Permanently authorizes Military Spouse Career Accelerator Pilot.

- Eases transfer of professional licenses between states for military spouses.

- Expands eligibility for DoD Child Development Programs.

- Establishes a pilot program allowing TRICARE plan changes during pregnancy.

- Updates Uniform Code of Military Justice regarding nonconsensual distribution of AI or digitally manipulated images.

- Requires reports on administrative separation procedures related to sexual misconduct allegations.

Healthcare Initiatives:

- Requires reports from Defense Health Agency (DHA) on access to care data at military treatment facilities.

- Establishes access standards for urgent specialty behavioral healthcare referrals.

- Expands access to specialty providers.

- Reevaluates hiring and retention authorities for civilian medical providers.

Technological Innovation:

- Funds modernization of nuclear triad and NC3 architecture.

- Supports construction of Columbia-class ballistic missile submarines.

- Advances AI, quantum computing, autonomous systems deployment.

- Expedites integration of new warfighting technologies into joint forces.

- Enhances use of Partnership Intermediary Agreements (PIAs).

Foreign Policy & National Security:

- Requests assessment on impacts of nuclear detonation in space from National Nuclear Security Agency.

- Prohibits funds use to provide strategic nuclear information to Russia under New START Treaty.

Preventing CCP Espionage:

Protects U.S. military equipment testing laboratories from Chinese espionage,

Enhances Army's counterespionage capabilities,

Removes China from defense supply chain.
