Congressman Mike Turner, along with Representatives Marcy Kaptur, Claudia Tenney, and Gwen Moore, has reintroduced the Susan Muffley Act of 2025. This bipartisan bill aims to restore pensions for over 21,000 Delphi Salaried Retirees, including around 5,180 in Ohio. The legislation is named after the late wife of a Delphi retiree and seeks to provide financial relief to those affected by pension reductions or eliminations following Delphi's bankruptcy.

"I have remained steadfast in my fight to restore the pensions of Delphi Salaried Retirees," said Congressman Turner. "While this has been a long time coming, the strong bipartisan support gives us hope that we can finally right this wrong for those who lost their pensions."

Congresswoman Kaptur emphasized the importance of fulfilling promises made to workers: "The dedicated men and women who contributed to Delphi's success were assured a secure retirement as a reward for their years of commitment." She added that reinstating earned retirement benefits ensures a brighter future for thousands of retirees across Ohio and the Midwest.

"In 2009, the Obama administration unjustly stripped over 20,000 Delphi workers of their hard-earned pensions," stated Congresswoman Tenney. She expressed her honor in leading the Susan Muffley Act again to correct what she calls a grave injustice.

Congresswoman Moore also voiced her support: "It’s past overdue for Delphi salaried workers to be made whole through the restoration of their pensions."

The bill is supported by a bipartisan coalition including Daniel Webster, Adam Smith, Michael Rulli, Austin Scott, Jim Baird, Jack Bergman, Shri Thanedar, Troy Balderson, Brian Steil, Mark Pocan, Dave Joyce, Kristen McDonald Rivet, and Victoria Spartz.

If passed into law, retirees would receive lump sum payments covering pension benefits they missed over the past 15 years with an additional 6 percent interest. Future payments would fully restore their original pension agreements.

Background on this issue dates back to the Great Recession in 2009 when car parts manufacturer Delphi went bankrupt. General Motors acquired Delphi but faced its own financial challenges. As part of GM's bailout deal with the government during President Obama's administration era; Pension Benefit Guaranty Corporation (PBGC) took control over employee pensions at direction from officials involved then too - impacting salaried employees like those working within Dayton plant among others nationwide forming group known today as DSRA or 'Delphi Salaried Retiree Association'.
